Billing |
This
is your balance forward (or credit) from the previous month.
1) If payment for your previous month's bill was not received in
time to be
credited to your account prior to this bill's
Billing Date, or if you made only a
partial payment on your previous month's bill, the amount of the
balance remaining on that bill will be reflected here. This
balance does not include charges incurred or
Rebates earned during the period
covered by the current bill.
(2) If you are on our Level Payment
Plan and your monthly level pay amounts are lower than your actual
customer and consumption charges during any given month, the
accumulated unpaid balance on your account will be reflected
here. This balance will be added into your total
Current Bill charge, but you do not have to pay the
balance off during this billing cycle if your current bill charge exceeds
what you are required to pay under your Level Payment Plan
agreement. Any
balances remaining on your account on your anniversary date will
be reconciled at that time. More

(3) If you previously overpaid
your bill, or if you previously received a bill
Rebate you haven't
completely used up, that overpayment/remaining credit will be

Rebate |
If
you applied for and received a qualifying rebate—such as a
Heat Pump Rebate,
Insulation Rebate or
Water Heater Rebate—the
amount of that rebate will appear as a credit (CR) on your bill
for the month when it is applied to your account. The total
amount owed for CWLP service this month will be
reduced by the size of your rebate.

Net Balance Forward |
This is the total of all amounts covered under the "Transaction"
section of your bill, including the balance forward from the
previous month and any
Rebates that have been
credited to your account during this month.
In the case of this sample bill,
the net balance forward is a negative amount (a credit—as
indicated by the "CR" following the dollar amount) because the
Heat Pump Rebate received this month is greater than the balance
forward from the previous month's bill. So this bill's net
balance forward will be subtracted from the total of all other
charges contained on this bill when the final
Balance is calculated.

Electric Monthly Customer Charge |
All
CWLP electric customers pay a monthly customer charge that
reimburses the utility for administrative expenses—including
meter reading and billing services—not covered by
kWh Energy or
Fuel Adjustment charges. The amount of your monthly
customer charge depends on your
Rate
Classification.

Summer (or Winter) KWh Energy |
Energy, which is measured in kilowatt-hours (kWh), refers to the
cumulative amount of electricity used during a given period of
time. In other words, how many kilowatts did you use over the
total number of hours in the billing period. You
are billed at a specific rate (dollar amount) per kWh of usage.
Your rate depends on your Rate
Classification and the time of year. Summer rates are
higher than winter rates because there is typically greater
demand for CWLP electricity in the hot summer months.

we multiply your rate per kWh by
the number of kilowatt-hours you used in the billing period.

Fuel Adjustment |
Like many other electric
utilities, CWLP applies a Fuel Adjustment Charge (FAC) to
customer electric bills. The fuel adjustment provides the
utility with a means of charging customers for the true cost of
providing service—based on the ever-changing cost of coal, fuel
oil, natural gas, fuel transportation and handling, and the
operation of the Dallman
scrubber—without having to continuously change the utility's basic
rate schedules. Depending on
the actual monthly costs of fuel incurred by the electric
system, the effect of the fuel adjustment can be an increase
or a decrease in your overall energy cost for the month. On your bill, the FAC-per-kWh in
effect for the current billing period is multiplied by the total
number of kWh consumed during the
same period to determine how much your FAC cost for the month
will be.

Senior
Citizen Discount |
If you qualify for CWLP's Senior
Citizen Discount Rate, you will receive 10% off your
Energy cost.
This discount is applied to your bill as a credit (indicated by
the CR following the dollar amount). In order to
receive the Senior Citizen Discount you must apply for it. Proof
of continuing eligibility will be required each year.

State Utility
Tax |
Your electric bill is subject to
the State Utility Tax, which is collected by CWLP and
passed on to the State of Illinois. The state utility tax is 5% of your
total electric cost or $.0032 per kilowatt-hour, whichever results in a lower tax
amount. Monthly customer charges are not included in any state tax
calculations made at the 5% rate. In
this sample bill, the Usage is 1105 kWh. Multiplied by $.0032, that results
in a State Utility Tax of $3.54.

Sewer Fund
Consumption Charges |
CWLP water customers who are
classified as "Inside the City" (Rate 10) customers are charged a sewer
fee by the Springfield Office of Public Works for all water use
that is anticipated to end up in the Springfield sewer system.
(Unless your property is equipped with a sewer revenue meter,
100% of your water consumption is considered to end up in the
sewer system.) CWLP collects these fees and passes them on to Public Works.
Sewer rates and customer charges are set by the Springfield City
Council based on recommendations made by the Director of Public
Works. Your Sewer Fund rate is based on your water
Rate
Classification and your total water Usage during the billing
period. The first three units of water subject to the Sewer Fund

District Customer Charge depends on whether or not you are

Sanitary District Consumption Charges |
CWLP water customers are charged a
sanitary/sewerage fee by the Springfield Metro Sanitary District
for all water use that is anticipated to end up in the Sanitary
