On April 15, 2008, the Springfield City Council passed a water rate increase that will be phased in over the next three years. The increase will affect not only usage rates, but customer charges and Fire Protection Line Service fees as well.
The increase will be phased in in four steps, the first of which takes effect on May 1, 2008. Each subsequent step will occur annually, on March 1, through 2011. The tables below show the new usage rates and customer charges that will become effective with each phase.
The majority of the increase will be used to pay for the construction of a new water pumping station to replace the existing deteriorating 1930s-era facility located in the Lakeside Power Plant building. A new pumping station is critical to CWLP's ability to continue providing drinking water to the residents of the City of Springfield and surrounding communities. Revenues from the rate increase will also be used for other infrastructure improvements including completing the Spaulding Dam gate replacement project; adding four new filters to the Water Purification Plant; increasing the size and effectiveness of one of the water plant's five clarifiers; and building an enclosure with special safety features for the water plant's chlorine storage tanks.
The rates and charges in the table below apply to customers on CWLP's Water Rate 10, which is applicable to residential, commercial and industrial service addresses located within the Springfield city limits.
The meter charges and water rates for customers on Rate 11 are set at 130% of the Rate 10 meter charges and water rates. Rate 11 applies to residential, commercial and industrial customers service addresses located outside the Springfield city limits but not within Southern View.
The water rates for customers on Rate 12—which applies to services addresses located in Southern View—are set at 130% of the Rate 10 water rates; Rate 12 meter charges are set at 130% of the Rate 10 meter charges, plus 50¢. In addition, the Village levies a 5% municipal utility tax on its customers. The 50¢ added to the meter charge covers the city of Springfield's costs of administering that tax for the village.
