CWLP offers six convenient ways to pay your bill.

  • Online or by phone. CWLP accepts credit card and e-check payments made by phone or online or at a special computer kiosk inside the Customer Service Office at Municipal Center West (corner of 7th and Monroe Streets).   • Mail. Use the self-addressed envelope included with your bill (or use your own envelope addressed to: CWLP Customer Service Office, Room 101, Municipal Center West, Springfield, IL 62757). Your payment should be mailed at least five working days before your due date to guard against being charged a late fee.

  • In person. You can either use our walk-up cashier windows in the lobby of the Municipal Center West (corner of 7th and Monroe Streets) or our drive-up window on the on the south side of the building. Drive-up window hours are 7:30 a.m. to 5:00 p.m., Monday-Friday, and 9:00 a.m. to noon, Saturday. Lobby cashier hours are 8:00 a.m. to 4:30 p.m, Monday- Friday. For your convenience the lobby also contains a lock box where CWLP and Insight Communications payments can be deposited. Both the drive-up and lobby windows are closed on all holidays observed by the City.
           When paying in person, please bring your bill with you. This will save you time and ensure your payment is credited to the proper account.

NOTE: CWLP can no longer accept drop-off payments for Ameren-CILCO.  Due to the closing of CILCO's local office.  CWLP customers also will be unable to drop off their CWLP bill payments at that location.
  • At any CWLP Payment Drop-Off Box.CWLP now has three convenient payment drop-off boxes that make paying your utility bill easier and more convenient than ever. The boxes are located in the outermost drive-thru lane at each of the following locations: Illinois National Bank branch, 2849 South Sixth Street (near the Jewel Osco Plaza); Illinois National Bank branch, 2450 North Dirksen Parkway (near the Wal-Mart Supercenter); and Heartland Credit Union, 2213 West White Oaks Drive. The drop-off boxes can be used by any CWLP customer any time of the day or night. They are to be used only to pay CWLP bills, not for other bill payments or bank transactions. Be sure to use the bill-return envelope provided with your CWLP statement and include your check and the payment portion of your statement. Write your account number on the check. Do not place cash in the box. Your payment will be processed no later than one business day following drop-off. If you are making a late payment or are in danger of having your service terminated for nonpayment, you should make your payment in person at CWLP's drive-up or walk-in cashier windows at Municipal Center West, on the corner of 7th and Monroe Streets.

  • At Authorized Payment Stations. You can make CWLP bill payments at Illinois National Bank and Insight Communications. By State law, currency exchanges may also accept CWLP bill payments. If you use an authorized payment station, be aware that you will not receive credit for your payment until CWLP receives your money from the payment station. To avoid problems, you should make your payments well in advance of your due date.

  • Automatic Bank Account Withdrawal. One of the easiest ways to make your bill payments is to allow CWLP to make automatic withdrawals from your checking or savings account. You can do this by signing an automatic withdrawal authorization form and providing the utility with a voided blank check or deposit slip.
