CWLP Regulatory Affairs Manager
The Regulatory Affairs Manager is responsible for general supervision
of two discrete areas of the utility: environmental, health and safety
programs and planning; and legislative and administrative affairs. She
also serves as administrator and advisor to the
General Manager on major long-term utility projects. The person in
this position is appointed by the General
Manager with the approval of the
Mayor of Springfield.
The current Regulatory Affairs Manager is Christine Zeman.
Christine joined CWLP in January 2009, after representing the utility
in an environmental case before the Illinois Pollution Control Board.
Christine has practiced environmental and administrative law in both
private practice and the public sector. She represented state agencies for
several years as an assistant attorney general in the Illinois Attorney
General’s Office and, prior to that, served on the staff of the Illinois
General Assembly through the legislative internship program of Sangamon
State University, now the University of Illinois Springfield. In 1991, she
joined a longstanding private law firm in the City. From 1995 until joining
CWLP, she was one of three named partners in a local law firm concentrating
its practice in environmental law.
Christine earned her
B.A. degree in philosophy from the University of Illinois at
Urbana-Champaign, and her J.D. degree from Southern Illinois University in
Carbondale.
