CWLP offers four energy-related rebates designed to help our customers receive maximum comfort and convenience for each energy dollar you spend. The newest of these rebate offers is our Refrigerator Retirement Rebate, which encourages customers to get rid of their inefficient, pre-1993 refrigerators and freezers.

Other available rebates are the: Heat Pump Rebate, Insulation Rebate, and Water Heater Rebate. Except where noted, rebates are granted as credits to customers' CWLP electric bills.

Water Heater Rebate

Need a new water heater for your new or existing home? Let CWLP "buy" it for you!

CWLP residential customers who install electric water heaters in their newly constructed homes or who replace existing gas water heaters with new electric ones might qualify to receive a $200-per-unit rebate (applied to your CWLP electric bill) on up to two simultaneous installations at one address. Only units with minimum tank capacities of 30 gallons qualify for the rebate. Once installation is complete, 100% of the home's water heating needs must be provided by electricity.

Customers interested in participating in the program must be pre-certified by CWLP before removing existing gas water heaters and before purchasing or installing new electric water heaters in their new or existing homes. If your existing water heater should fail, forcing you to replace it on an emergency basis prior to receiving pre-certification, you might still be eligible for the rebate program if you contact the Energy Services Office within two business days of the emergency installation date. Rebate eligibility under these circumstances will be determined on a case-by-case basis.

Following pre-certification, you will have up to six months to install your new water heater(s) and contact the Energy Services Office for a post-installation verification inspection. Assuming your installation(s) meets all program criteria, you will receive a Water Heater Rebate Application, which you will have three months to submit to CWLP. (The customer Water Heater Rebate Application is available only through the CWLP Energy Services Office following your successful post installation verification inspection. It cannot be downloaded from this website.) If your installation(s) does not meet all program criteria, you will not be eligible for the rebate.

To encourage trade allies to help promote our Water Heater Rebate Program to customers, CWLP offers a Dealer Water Heater Rebate to dealers and plumbers who possess valid Illinois plumbing licenses and who are responsible for both selling and installing qualifying water heaters in the homes of eligible CWLP customers. The Dealer Water Heater Rebate amount is $25 per unit. To receive a copy of the Dealer Water Heater Rebate Application, contact the CWLP Energy Services Office. Heat Pump Rebate

CWLP offers a rebate, in the form of an electric bill credit, to any CWLP electric customer who installs a qualifying heat pump in their home or business. The Heat Pump Rebate XL applies to qualifying systems installed on or after November 1, 2007. (Heat pumps installed prior to that date might qualify for a rebate under the terms of CWLP's previous heat pump rebate program. See below for more about this.)

The Heat Pump Rebate XL is available for newly installed central air-source and geothermal heat pump systems. (Heat pump units integrated into a commercial water loop system might also qualify for a rebate under a different rebate schedule. See below for more about this.) The Heat Pump Rebate XL applies to the following heat pump categories:
        (1) first-time heat pumps installed in conjunction
             with a new electric furnace or boiler in a new
             building or in an existing building where an
             existing gas heating system is being entirely
             replaced by an all-electric heat pump (these
             systems are classified as all-new/all-electric
             heat pumps); or
       (2) first-time heat pumps installed in conjunction
             with a gas furnace or boiler or an existing
             electric furnace, where the heat pump will take
             the place of a central air conditioner, either in a
             new or existing building (these systems are
             classified as air-conditioner-replacement
             heat pumps).
        (3) heat pumps installed to replace existing heat
              pumps. Regardless of whether the new heat
              pump is being installed in conjunction with a
              new or existing furnace or what the fuel source
              of that furnace is, these systems are classified
              as replacement heat pumps.

To qualify for the rebate, the heat pump must be installed: with a new A-coil; in a property that receives CWLP electric service; and by an HVAC contractor licensed to operate in Springfield, IL. The unit must also be ARI listed. In determining a system's rebate value, CWLP will use the system capacity and efficiency rating provided by the ARI Directory of Certified Unitary Equipment.

Also to qualify for the rebate, your application must be received by the CWLP Energy Services Office within one year of the system's installation date. The application must be accompanied by your proof of purchase and must be signed by both you and your HVAC contractor.

For heat pumps qualifying for the Heat Pump Rebate XL, the size of the rebate will depend on:
        (1) the category under which the heat pump falls
             (an all-new/all-electric heat pump, an air-
             conditioner-replacement
heat pump, or a
             replacement heat pump
as defined above),
        (2) whether it is an air-source or geothermal heat
              pump;
        (3) its cooling capacity, and
        (4) its cooling efficiency (SEER for air-source and
              EER for geothermal systems).

The rebate amount will increase for every tenth of a point increase in the system's SEER/EER. Detailed rebate schedules and an explanation of how to calculate the rebate for a specific system can be found in the Air-Source or Geothermal Heat Pump Rebate XL Application.

Under the Heat Pump Rebate XL program, there is no cap on the size of the rebate you can earn. There is also no limit on the number of units per property that can qualify for a rebate.

What if you installed your heat pump before November 1, 2007? Even if you installed your heat pump prior to November 1, 2007, you might still qualify for a rebate under the terms of CWLP's pre-vious Heat Pump Rebate program if your application is received by the CWLP Energy Services Office within one year of the system's installation date. The application must be accompanied by a detailed proof of purchase and must contain both your and your HVAC contractor's signatures.

Under the pre-November 1 program, only all-new/
all-electric
and air-conditioner-replacement heat pumps are eligible for the rebate. Replacement heat pumps do not qualify.

Your rebate will be based on the heat pump's cate-gory (all-new/all-electric or air conditioner
replacement
) and heating capacity. The table below shows the system's rebate dollar value per thousand Btu-per-hour (Btuh) of heating capacity. As an example, if you installed a 36,000 Btuh (heating capacity) heat pump in conjunction with an existing electric furnace, your system would be categorized as an air-conditioner-replacement and you would qualify for a rebate of $9 x 36, or $324.

What if you install heat pumps in conjunction with a commercial water loop system? Heat pumps installed as part of a water loop system in a commercial facility can qualify for rebates under a separate rebate schedule, providing the units are the first heat pumps installed in the facility. No rebate is provided for replacement units.

The size of the rebate will depend on whether the heat pump is categorized as an all-new/all-electric or air-conditioner-replacement system.

Application for the rebate must be received by the CWLP Energy Services Office within one year of the system's installation. Applications must be accom-panied by detailed proofs of purchase.

In cases where heat pumps are being installed in new speculative construction, the builders may choose either to take the rebates for themselves or to pass rebate eligibility along to their buyers. The decision is entirely up to each individual builder.

To encourage area heat pump dealers to promote the sale of heat pumps, CWLP also offers a Dealer Heat Pump Rebate, which is equal to 50% of the customer's heat pump rebate or $500, whichever is less. (The dealer's rebate is based on the total amount being received by the customer, not the amount per individual unit.) To qualify, the dealer must have both sold and installed the unit(s) for which the rebate is requested and must provide documentation to prove that a qualifying heat pump has been installed in a property receiving metered electric service from CWLP. Insulation Rebate

 

CWLP's Insulation Rebate
is now bigger and better
than ever before!

The more efficient the thermal shell of a building is, the less energy it will require for cooling and heating; and the less energy it uses for cooling, the less that building will contribute to CWLP's summer peak demand. One way to make a building more energy efficient is to equip it with an adequate layer of insulation. In uninsulated or under-insulated buildings, adding insulation usually provides a great value for your efficiency expenditure because it offers year-round benefits at a relatively low cost.

To encourage our residential and commercial electric customers to make their buildings more energy efficient, CWLP established an Insulation Rebate program nearly three decades ago. Under that program, customers could earn a rebate (in the form of a bill credit) equal to 10% of their total cost, up to a maximum rebate of $100, for improving wall, ceiling/attic, and basement/crawl space perimeter insulation in existing buildings. Above-code insulation levels installed in new construction were also eligible for the rebate. The rebate was also available on the cost of installing or improving attic or basement/crawl space passive (non-mechanical) ventilation systems designed to protect the integrity of insulation in those locations.

Now, in an effort to further boost the energy efficiency of Springfield's building stock, the utility has super-charged its Insulation Rebate program, making installing insulation more affordable for our customers than ever before. The super-charged Insulation Rebate offers customers rebates equal to 30% of their total eligible costs, up to a maximum rebate of $500 per service address, for qualifying insulation purchases and installations made on or after September 1, 2007. This higher rebate level also applies to costs incurred as a result of installing qualifying passive ventilation systems. (Qualifying purchases and installations made prior to September 1 might still be eligible for a rebate under the terms of the old program. To determine your rebate eligibility, contact the CWLP Energy Services Office.)

The application must be received by CWLP within one year of the insulation's installation date (or purchase date if the insulation is bought and installed by the customer rather than an insulation contractor). The CWLP Great Refrigerator Roundup

CWLP offers a pilot program that provides a $50 rebate for each qualifying refrigerator or freezer retired and recycled by our customers. The "CWLP Great Refrigerator Roundup," aims to improve energy efficiency in Springfield by encouraging customers to remove up to 1,200 pre-1993 refrigerators and freezers from service. Units this old typically use two to four times as much electricity as newer ENERGY STARŪ models and cost their owners $150 to $225 per unit per year in excess energy costs.

To qualify for the program, refrigerators/freezers must be 10 to 27 cubic feet in size and must be in working condition. Other eligibility criteria also apply.

To make the program even more attractive and convenient, your old refrigerator will be picked up and disposed of free of charge, and 95% of the unit, including all ozone-depleting CFC refrigerants will be recycled. You'll receive your rebate check within four weeks of the pickup date.
