Commercial Building Retro-Commissioning Rebate

The Commercial Building Retro-Commissioning Rebate program is designed to help owners of large commercial buildings reduce their facility operating costs by utilizing retro-commissioning to identify and make energy efficiency improvements.

What is retro-commissioning?
Retro-commissioning is a systematic process for investigating an existing building's systems to identify operational improvements, achieve energy savings, and improve occupant comfort. Retro-commissioning involves a two-step process:
  n   evaluation of the building and its energy systems by a qualified engineering firm; and
  n   implementation of cost-effective energy efficiency measures identified during the evaluation.
 
How do I know if my building qualifies for the rebate program?
If you answer yes to each of the questions below, you might qualify. To find out what your next steps are, you can download the Retro-Commissioning Rebate Application (which contains the program's terms and conditions) or contact the program administrator by phone at 789-2070, ext. 584, or email.
  n   Does your building have poor energy performance as established by scoring below 50 on the ENERGY STAR® Portfolio Manager National Energy Performance Rating?
  n   Is your building at least 10 years old?
  n   Does your building have at least 50,000 square feet of conditioned space?
  n   Does your building have direct digital controls on the HVAC system?
  n   Are you a CWLP non-governmental commercial electric customer?
  n   Are you, as the building owner, willing to spend at least $10,000 to make cost-effective electrical energy efficiency improvements identified by the evaluation report?
 
How much is the rebate?
The rebate is based on the square footage of the building and the cost of the electrical energy efficiency measurements that are implemented.
  n   Study Rebate: For costs related to the evaluation and subsequent reports, CWLP provides a rebate up to $0.30 per square foot of conditioned space.
  n   ECM Rebate: For costs over and above the customer's initial $10,000 incurred as a result of implementing electrical energy efficiency measures recommended by the study, CWLP provides a 50% rebate.
The maximum total rebate per facility is $50,000 (limit 2 facilities per customer per year).

  Study Rebate: CWLP will rebate any remaining study- and report-related costs above $0.30 per square foot of conditioned space.

  ECM Rebate: In addition to the rebate for completed improvements cited above, CWLP will rebate up to $10,000 for completed electrical energy efficiency measures identified and recommended in the Investigation Report that, as a bundle, have a payback period of two years or less.

Funding for the Commercial Building Retro-Commissioning Rebate program is being provided in part by an Energy Efficiency and Conservation Block Grant (EECBG) awarded to the City of Springfield by the U.S. Department of Energy in the fall of 2009.
