CWLP is part of the municipal government of the City of Springfield, Illinois, and, as such, falls under the purview of the Mayor’s Office and the Springfield City Council.
Day-to-day management of the utility is the responsibility of the General Manager and his administrative staff, which consists of: the Chief Utilities Engineer (who also manages Electric Division); the Director of Finance; the Manager of Administrative Services; the Water Division Manager; and the Regulatory Affairs Manager. The General Manager of CWLP is appointed by the Mayor, with the approval of the City Council. The current manager is Todd Renfrow, who has held this position since April 2003. Todd, who holds a bachelor of science degree in Economics from Illinois College, has extensive experience in local and state government, as well as in private industry. He began his professional career as a salesman for Uptown, Inc., Renfrow’s Auto Parts, in 1958, and worked his way up to President of the company, a post he still holds today. Todd entered the state government arena in 1976, when he was named Executive Assistant to Secretary of State Alan J. Dixon. He subsequently served in the Office of the Attorney General as Small Business Advocate and as Special Advisor on policy issues relating to small businesses and other state agencies, and in the Office of the Secretary of State as Chief Deputy and Business Services Labor Liaison. In 1987, Todd was elected to a four-year term as Springfield’s Director of Public Works, a position he returned to in 1995 under appointment by then-Mayor Karen Hasara. Todd’s professional activities include serving as a Trustee of the Springfield Metro Sanitary District; past-President of the Springfield Safety Council; a Presidential appointee to the National Highway Safety Advisory Committee; a Gubernatorial appointee and Secretary of the Select Joint Committee on Regulatory Agency Reform; and a member of the Secretary of State’s Truck Safety Task Force.
The Chief Utilities Engineer is responsible for overseeing all aspects of Electric Division operations, including generation, transmission and distribution, and planning. He also serves as liaison for special technical projects, including major infrastructure improvements, undertaken by all areas of the utility. The person in this position is appointed by the General Manager and serves at his discretion. Jay C. Bartlett has served as CWLP’s Chief Utilities Engineer since June 1999. He has worked for the utility since 1984, beginning as an entry level engineer and working his way up through the ranks to the position of Supervisor of Power Generation Engineering, in which he oversaw the engineering department, the test and results department, and chemistry lab operations at the power plant. Jay is graduate of Rose-Hulman Institute of Technology with a B.S. in electrical engineering. He holds an MBA degree from the University of Illinois at Urbana-Champaign
The Director of Finance is responsible for general supervision of the accounting, fiscal services and inventory management divisions of the utility, as well as the commercial office. The person in this position is appointed by the General Manager and serves at his discretion. Craig E. Burns was appointed Director of Finance effective April 1, 2004. He has worked for the utility since 1982 in the positions of Financial Analyst, Economic Planner, Supervisor of Fiscal Services, and Financial Planning Coordinator. Craig holds a Bachelor of Arts in urban planning from the University of Illinois at Champaign-Urbana and a Master of Public Administration Degree from Sangamon State University (now the University of Illinois at Springfield).
Manager of Administrative Services The Manager of Administrative Services is responsible for managing personnel and training services, the consumer services office, the energy services office, the lake services maintenance and construction offices, lake parks and recreation facilities, the vehicle maintenance facility, utility security, the real estate and building management division, and the utility’s risk management programs. The person in this position is appointed by the General Manager and serves at his discretion. The current Manager of Administrative Services is William G. O’Rourke. Bill, a native of Heyworth, Illinois, earned his bachelor of arts degree in political science from Eastern Illinois University before moving to Springfield in 1974. He has spent his professional life in public service, beginning as an intern to Illinois Secretary of State Mike Howlett. Since then, he has held a number of other positions in both state and local government, including serving as Assistant to the Deputy Secretary of State; Director of the Illinois Court of Claims; Supervisor of Elections for Sangamon County; Purchasing Agent for the City of Springfield; Executive Assistant to Springfield’s Director of Public Works; and Manager of Operations and Purchasing in the Illinois Office of the Comptroller. Bill is active in several civic and charitable organizations, including the American Business Club, Knights of Columbus, Friend in Deed, and the Sons and Daughters of Erin.
The Water Division Manager is responsible for overseeing the management, engineering and operation of the utility’s water supply and its purification, transmission and distribution systems. The person holding this position reports to the General Manager. Thomas M. Skelly currently serves as Water Division Manager. He has been with the utility since 1984, when he was hired as Supervisor of Source Supply, responsible for coordinating lake management projects. He was named to his current position in 1991. Tom has both undergraduate and masters degrees in biology from the University of Illinois at Urbana-Champaign. He currently is a member of the board of the Illinois Section of the American Waterworks Association.
The Regulatory Affairs Manager is responsible for general supervision of two discrete areas of the utility: environmental, health and safety programs and planning; and legislative and administrative affairs. He also serves as administrator and advisor to the General Manager on major long-term utility projects. The person in this position is appointed by the General Manager and serves at his discretion. The current Regulatory Affairs Manager is William A. Murray. Bill has been at CWLP since 1980 and has served in his current position since September 1990. Prior to that, he was Utility Project Manager and, before that, Assistant Corporation Counsel for the City of Springfield, serving exclusively as staff counsel for CWLP. Before joining CWLP, Bill worked as an attorney in Missouri. Bill earned his A.B. degree in government from MacMurray College in Jacksonville, Illinois, and his J.D. degree from Washington University School of Law in St. Louis. He also completed the American Public Power Association Senior Executive Program at the University of Wisconsin School of Business.
